Phone Authorized Charge Port Open

Description

On the Model 3, permit the presence of a car authorized phone key to allow the button on the charger head to open the charge port cover.

This change would make the phone key on the M3 behave in the same way as the key fob does for the MS and MX.

Currently on the Model 3, even if your authorized phone is near the car, you must open a door or trunk before you can open the charge port.
