Description
When the phone is near the owner’s Model 3 or Y, allow the charge port to be unlocked without requiring pressing the door handle to wake up the vehicle.

This is also a problem with my March 2018 Model S. Even if the FOB is in my pocket I have to press on my door handle to be able to unlock the charging cable. I have the door handle Auto-Present option turned off.
