Activate Some Mechanical Braking in Low Regen

Description

When regen braking is limited due to battery level or temperature, add limited mechanical brakes to supplement the regen braking.

Competitive/Pricing/Notes

This would result in a consistent driving experience regardless of the state of the battery. In addition, this could be used to provide a hold stopping mode for older vehicles that can’t fully stop with regen braking.
