Non-driving Phone Key or FOB

Description

Add the ability to set up a phone key or FOB with access to only non-driving features such as unlock, media, and climate controls.

This would allow my children to unlock the vehicle, use climate control and media/audio features, etc. but does NOT allow them to drive. This would enable me to let them go to the car and listen to music while preventing them (or anyone else) from being able to drive the vehicle away.

This would also need to be able to recognize that a driver has entered the car with a phone key or fob that provides full access.
